West Park Apartments


West Park is a transformative residential development that revitalizes Tulsa’s Kendall Whittier neighborhood through sustainable design, community-focused amenities and strategic public-private investment.
West Park Apartments is a mixed-income housing and neighborhood revitalization effort in Tulsa’s Kendall Whittier area, developed through the support of the George Kaiser Family Foundation, the University of Tulsa, the City of Tulsa and state low-income housing tax credits.
Wallace Design Collective provided civil engineering services across both phases of the development. Phase I delivered 128 mixed-income housing units – 70 market rate and 58 income-restricted – along with 20 University of Tulsa student housing units, 7,000 square feet of office and management space, and renovations to the neighborhood park. The phase was designed under Enterprise Green Community Standards and also included a new TU-owned building that houses student units, the leasing office and nonprofit office space.
Phase II added 10 multifamily residential buildings with 107 additional units. Infrastructure improvements included the relocation of 468 linear feet of 8″ and 690 linear feet of 12″ sanitary sewer, along with 160 linear feet of 42″ and 1,146 linear feet of 48″ storm sewer. Both phases received Low Income Housing Tax Credits (LIHTC) from the Oklahoma Housing Finance Agency.
Howell & Vancuren, now part of Wallace Design Collective, provided landscape architecture services for both phases, contributing to site amenities and the master plan and renovation of the 12-acre Kendall Whittier Park. The work included walking trails, playgrounds, a spray pool, picnic shelters, playfields, an amphitheater and later renovations that upgraded and expanded community amenities.
