River West Choice Neighborhood
A six-phase neighborhood reinvestment bringing mixed-income housing, safer streets and everyday amenities to Tulsa’s Eugene Field community.
Backed by a $30 million HUD Choice Neighborhoods Implementation grant, the plan delivers 460 new apartments spanning affordable, tax-credit and market-rate options to support the total revitalization of the Eugene Field neighborhood. All existing buildings were environmentally remediated and demolished prior to new construction, with residents guaranteed a right to return. The revitalization adds a five-acre park and a new YMCA – delivered to Enterprise Green Communities standards with LIHTC financing.
Wallace Design Collective provided civil and structural engineering and landscape architecture across all six phases – supporting demolition and site preparation, six acres of new multifamily development and the public infrastructure within a 50-acre urban area. Public improvements include rehabilitation and extensions of water, sanitary sewer and storm systems; new and calmed streets with sidewalks, street trees and lighting; and a 2,700 linear foot storm box extended to the Arkansas River with a headwall, gate well, and multiple junction structures. Delivery required close coordination with the City of Tulsa, the railroad, the Levee Commission and the U.S. Army Corps of Engineers.
