A citywide planning partnership in Harrah is streamlining development reviews, modernizing PUD rules and guiding smarter infrastructure decisions.

Through an on-call planning services contract with the City of Harrah, Wallace Design Collective reviewed and provided recommendations on all planning-related applications. Our team worked closely with the Mayor, City Manager and third-party engineer to evaluate rezoning and variance requests, plat and construction plan submittals and floodplain development reviews. We prepared staff reports for the Planning Commission, City Council and Board of Adjustments, attended public hearings and private development meetings and collaborated with the City’s building inspector on permit reviews to confirm alignment with regulations. Additionally, we conducted research and provided recommendations on water and sewer rates to support informed decision-making.

As part of these services, Wallace assisted the City in updating its outdated Planned Unit Development (PUD) ordinance. Working with elected officials, Planning Commissioners and City staff, we identified key issues with the existing code and gathered input on desired changes. Our team provided research and analysis during joint workshops to shape a modernized ordinance, which included a clear statement of purpose, updated submission requirements, criteria for review and approval, guidelines for Master Design Statements and Master Development Plans and provisions for abandonment and expiration. The revised ordinance, formally adopted into Harrah’s municipal code, provided a more transparent and effective framework for planned unit developments.
